How is the Temperature Apparent/Feels Like parameter calculated?

The temperature apparent parameter, also known as "feels like" is the equivalent perceived by humans, caused by the combined effects of air temperature, relative humidity, and wind speed (at 2m)

The "Feels Like" temperature will correspond to heat index for temperatures above 80F and wind chill for temperatures below 40F.
