What is the threshold value for which weatherCodeDay will not return "Rain"?

Precip intensity (precipitationIntensityMax) must be more than 0.106 mm/hr

Also, even in precip probability is > 0 and precipitationIntensityMax is NOT above the 0.106 mm/hr threshold, the weather Code will NOT be "rain"
